Motor vehicle - Apply for first registration of a vehicle (new registration)

• New vehicle The vehicle you want to register is factory-new or has never been registered before, either in Germany or elsewhere. It does not yet have license plates. • Main residence in Berlin You live in Berlin and are registered here. A secondary residence in Berlin is not sufficient. If the vehicle is registered to a company or an association, the company or association must have its registered office or a branch in Berlin. • For applying in person: appointment booking • For the online application: the Zulassungsbescheinigung Teil II (ZB Teil II, vehicle registration certificate part II) must have security codes. • For the online application: registration/login via BundID or Mein Unternehmenskonto (MUK, my business account) service.berlin.de/nutzerkonten/bundid/ As a natural person, having a BundID account is not strictly required; guest access to BundID is sufficient. • For the online application: activated online ID function (Online-Ausweisfunktion) or Elster certificate service.berlin.de/dienstleistung/329833/ For this you need: • Your electronic identity card (Personalausweis), the Union citizen's card (eID card), or the electronic residence permit (eAT) with the online ID function (eID) activated, and the six-digit PIN • an external card reader or a modern, NFC-capable smartphone with an Android or iOS operating system • the "AusweisApp" software As a legal entity, you need an Elster certificate. • For the online application: consent to the electronic payment procedure The following payment methods are available to you: • Credit card (Visa, Mastercard) • PayPal

• Application for initial registration of a motor vehicle (new vehicle) You can submit the application online or in person on site. • Download of the provisional registration certificate (vorläufiger Zulassungsnachweis) is possible online, or issued in person on site during the appointment. • Proof of identity • For online applications: have your electronic identity card (elektronischer Personalausweis), Union citizen's card (eID card), or electronic residence permit (elektronischer Aufenthaltstitel, eAT) ready, each with the online ID function (eID) activated, along with your PIN. • For in-person applications: identity card or passport with Meldebescheinigung (registration certificate) (original or officially certified copy). If the vehicle is to be registered to a company or association with its registered office or a branch in Berlin: identity document(s) of the management/association leadership (original). • Zulassungsbescheinigung Teil II (vehicle registration certificate part II / vehicle title) / operating permit (Betriebserlaubnis) (for vehicles exempt from registration requirements) • EC certificate of conformity or data confirmation or full expert report (Vollgutachten) The EC certificate of conformity is also called "COC". • Proof of valid motor vehicle liability insurance via the eVB procedure, with receipt of a seven-digit electronic insurance confirmation number (eVB) • SEPA direct debit mandate for collection of the motor vehicle tax (Kraftfahrzeugsteuer) • For in-person applications by companies: extract from the commercial register and trade registration (Gewerbeanmeldung), identity document(s) of the management (original), identity document(s) of the authorized representative(s) • For in-person applications by associations: extract from the register of associations (original or certified copy), identity document(s) of the association leadership (original), identity document(s) of the authorized representative(s) • For in-person applications involving power of attorney or representation, including for companies or associations: informal power of attorney and identity document(s) If you are not coming in person: • written power of attorney • identity document of the person representing you, • your identity document (except in the case of a notarized or certified power of attorney) • For in-person applications by minor vehicle owners: consent and identity document(s) of the parent(s)/legal guardian(s).
