Apply for a temporary passport

Reisepass vorläufig beantragen
Machine translation of the German page, 2026-09-15. The German original is binding.
A passport (ePass, also known as Europass) lets you prove your identity when traveling to other countries. A temporary passport is issued and handed to you immediately. It is valid for a maximum of 1 year and cannot be extended. You can apply for a temporary passport • if the express production of a passport can no longer be delivered in time before your trip begins (production time is at most 4 working days if the application is submitted at the Bürgeramt (citizens' office) by 11 a.m.) • The Bürgeramt may require suitable evidence from you of the need for issuance, such as flight tickets or other travel documents. The temporary passport is not recognized everywhere • The temporary passport does not contain an electronic storage medium (chip), so no fingerprints are recorded either. • Some countries can only be entered visa-free if the passport contains an electronic storage medium (chip). Please be sure to find out in advance whether the temporary passport is also recognized in your destination country (see "Reiseratgeber des Auswärtigen Amtes" [travel advice from the Federal Foreign Office] under "Weiterführende Informationen" [further information]).

Requirements

• German citizenship • Personal appearance is required in every case The applicant (including minors) must be present when the application is submitted. • For minors under the age of 18: The application must be submitted by the legal representative(s). The child must also be present when the application is submitted. As a rule, the legal representatives are the parents. • Residence in Berlin (exceptions possible) • You live in Berlin and are registered here. • A second residence (Nebenwohnsitz, secondary residence) in Berlin is sufficient if there is an important reason. In this case, however, the document costs more, because the municipality of your main residence (Hauptwohnsitz) must give its consent (see more under "Fees"). • Passport for persons not registered in Berlin, tourists, and Germans resident abroad service.berlin.de/dienstleistung/306704/ If you • are staying in Berlin but have no fixed home (for homeless persons), • or are staying in Berlin temporarily and are currently registered outside of Berlin, • or are staying in Berlin for tourism reasons, you also have the option of applying for a passport, a provisional passport, or an express passport in Berlin. These documents can only be applied for at the Landesamt für Bürger- und Ordnungsangelegenheiten (State Office for Citizens' and Regulatory Affairs). • A provisional passport can only be issued if the applicant credibly shows that they need a passport immediately and that express production of a passport is no longer possible before the start of their trip.

Documents you need

• 1 current, digital biometric passport photo (New rule effective 01.05.2025) • Biometric passport photos for passport and identity documents may now only be produced digitally directly at the authorities (Bürgerämter [citizens' offices]) or at certified photo studios, and transmitted by a secure electronic method. • If you, as the applicant, belong to a religious community whose rules require its members not to appear in public without a head covering, you must credibly demonstrate this the first time you apply. • Our recommendation for the fastest possible process: have the digital biometric photo for babies and small children under 6 years of age taken in advance by a certified photo service provider. The Bürgeramt (citizens' office) can retrieve the photo from the cloud. • Your old document (if available) If you still have an old document, please bring it with you, even if it has already expired or been invalidated. • Your valid document (if available) for example • Your identity card • Your old passport • if applicable, civil status certificate (Personenstandsurkunde) Please bring a birth certificate, marriage certificate, or certificate of civil partnership, • if you have never had a document such as an identity card or a passport, • if your personal details differ from the data stored in the Melderegister (register of residents). This can be the case, for example, after a marriage or a change of name. • if applicable, declaration of consent and identity document of a legal representative who is not present • If you want to apply for a passport for a minor. • If both parents have custody, are not living separated from each other, and one parent is not present when the application is submitted, a written declaration of consent from the absent parent must be presented. That parent's identity card/passport must also be brought along to compare the signature on the declaration of consent. • If parents who jointly hold parental custody are living apart other than temporarily, only the parent with whom the minor child is registered with a main residence or as sole residence may apply for the passport. • This is not required if you have sole custody or if both parents are present. • If you have been naturalized and are applying for German documents for the first time • Passport or ID card of the state of your previous nationality, or a certificate of identity from the Landesamt für Einwanderung (State Office for Immigration, LEA). • Certificate of naturalization (Einbürgerungsurkunde)
