Benefits under the Landespflegegeldgesetz (LPflGG) [State Care Allowance Act]

• habitual residence and domicile in the State of Berlin • Blindness Persons are considered blind within the meaning of the law if: • they completely lack eyesight, • their visual acuity in neither eye, including when tested binocularly, exceeds one-fiftieth, or • they have other visual impairments of such severity that they must be regarded as equivalent to the impairment of visual acuity described above. • Severe visual impairment Persons are considered severely visually impaired if: • their visual acuity in neither eye, including when tested binocularly, exceeds one-twentieth, or • they have other impairments of visual function that must be regarded as equivalent in severity. This is the case when the impairment of vision results in a degree of disability (Grad der Behinderung) of 100 and blindness is not yet present. • Deafness Persons are considered deaf if they have congenital deafness, or deafness acquired by the age of 7, or • deafness, or • hearing loss bordering on deafness. Persons who acquired deafness or hearing loss bordering on deafness only later in life are considered deaf only if the degree of disability due to severe speech impairments exceeds 90.
