Low emission zone (Umweltzone) - Apply for an exemption from the driving ban

• Registration before the cutoff date • before 01.03.2007: for vehicles in emissions group 1 (no badge) and 2 (red badge), except special-purpose vehicles with a business concept • before 01.11.2014: for vehicles in emissions group 3 (yellow badge) that cannot be retrofitted, and for special-purpose vehicles with a business concept • Inability to retrofit to emissions group 4 (green badge) The vehicle cannot be retrofitted to the green badge using commercially available installation kits (particulate filters). Any possible retrofit to improve the emissions standard must be carried out regardless of cost. If retrofitting to the green badge is possible, no individual exemption can be granted. "Retrofit before exemption" • Embodiment of a specific business concept The vehicle used, or the vehicle type, must embody a business concept that cannot be carried out with a more modern vehicle. The exemption permit is granted for 24 months. • Use as a film subject It must be credibly demonstrated that the vehicle used will be employed as a film subject. The exemption permit is granted for the duration of filming. • Heavy-load transport A corresponding route permit under § 29 (3) StVO (Road Traffic Regulations) has been granted or applied for. The exemption permit is granted for the duration of the journey within the low-emission zone (Umweltzone), or, in the case of a permanent route permit, until the point at which retrofitting becomes possible (as stated in the workshop certificate). The permit can be granted for a maximum period of three years. • Tractor unit used by showmen/fairground operators It can be demonstrated that the vehicle is used as a tractor unit for carrying on the fairground/showman's trade. The exemption permit is granted for 24 months. • Use of the vehicle as a workplace, with low mileage Installations and conversions have been carried out on the vehicle to allow it to be used as a workplace. This may be checked, where necessary, by physical inspection. Vehicles used for delivery traffic will not receive an exemption permit. The exemption permit is granted for 24 months. • Severe disability with mark "G" (Merkzeichen "G") or persons treated as equivalent You must hold a Schwerbehindertenausweis (severe disability card) with the mark "G", or a parking permit for persons treated as equivalent, and the vehicle for which the exemption permit is being applied for must be registered in your name. • where applicable: shared household with a severely disabled person If the vehicle is not registered in the name of the severely disabled person, you must prove that you live in the same household as the severely disabled person.

• Fahrzeugschein/Zulassungsbescheinigung Teil 1 für das betreffende Fahrzeug (vehicle registration document/vehicle registration certificate part 1) for the vehicle concerned Legible copy of the Fahrzeugschein/Zulassungsbescheinigung Teil 1 (vehicle registration certificate part 1) • Nachweis der Nicht-Nachrüstbarkeit (proof of non-retrofittability) Certificate from a Technische Prüfstelle für den Kraftfahrzeugverkehr (technical inspection body for motor vehicle traffic) stating to what extent the vehicle can be retrofitted to a better exhaust emissions standard than the one currently in place using commercially available installation kits. • Erklärung zur Verkörperung der Geschäftsidee, z.B. touristische Angebote (declaration on the embodiment of the business idea, e.g. tourist offerings) It must be credibly shown that the vehicle used, or the vehicle type, embodies the business idea, and that carrying on the trade or performing the special trip would therefore not be possible with a different, more modern vehicle. • glaubhafte Darlegung der Verwendung als Filmmotiv (credible demonstration of use as a film prop) It must be credibly shown that the vehicle is used as a film prop. • Sondererlaubnis für Schwertransporte (special permit for heavy-load transport) Submission of the permit issued by the VLB (Verkehrslenkung Berlin, Berlin traffic control authority) under § 29 para. 3 StVO (Road Traffic Act), or a corresponding application to the VLB • Erklärung zur Verwendung als Zugmaschine für das Schaustellergewerbe (declaration on use as a tractor unit for the showman's trade) Credible demonstration that the vehicle used is required for carrying on the Schaustellergewerbe (showman's/fairground trade). • Erklärung zur Nutzung als Arbeitsstätte (declaration on use as a workplace) Credible demonstration that the vehicle used has fixed superstructures/fittings and major modifications to the bodywork and serves as a workplace; this may, where necessary, be inspected in person. • Schwerbehindertenausweis/Parkausweis für gleichgestellte Personen (severely disabled person's ID/parking permit for persons of equal status) Copy of the Schwerbehindertenausweis (severely disabled person's ID) bearing the marking "G", or of the parking permit for persons of equal status. • Nachweis eines gemeinsamen Haushaltes mit einer schwerbehinderten Person (proof of a shared household with a severely disabled person) If the vehicle is not registered to the severely disabled person, you must prove that you live in the same household as a severely disabled person with the marking "G". • Nachweis der Unzumutbarkeit einer Ersatzbeschaffung (proof that a replacement purchase cannot reasonably be expected) Reasonableness is assessed on the basis of net income and the Pfändungsfreigrenzen (garnishment exemption limits) under the enforcement provisions of the ZPO (Code of Civil Procedure). Responsibility lies with the Bezirksamt (district office) in whose area the Umweltzone (environmental/low-emission zone) is located. The other district offices also accept applications and forward them to the responsible district office. Exception: Neukölln and Treptow-Köpenick do not issue exemption permits themselves, but refer applicants to the Bezirksamt Mitte (Mitte district office).
