Identity card for persons not registered in Berlin, tourists, and Germans resident abroad

• You hold German citizenship • In-person appearance is required in every case • For applicants under 16, the application must be submitted by their legal representative (This is usually both parents.)

• 1 current, digital biometric passport photo (new regulation from 01.05.2025) • Biometric passport photos for passport and identity card documents may now only be produced digitally directly at the authority (LABO) or at certified photo studios, and transmitted by a secure electronic method. • If you, as the applicant, belong to a religious community whose rules require you not to appear in public without a head covering, you must credibly demonstrate this when applying for the first time. • Your Personalausweis (identity card), if you have one, otherwise your passport (even if it has already expired) • Declaration of consent from a legal representative who is not present If a person with custody does not appear in person, their written consent with signature is required, along with the original Personalausweis (identity card) or passport document. If no such document is available, the signature on the declaration must be certified. Please contact your responsible city administration or the responsible German mission abroad beforehand. • You are resident abroad Not all countries have a registration requirement (Meldepflicht). It may therefore be necessary to prove your residence abroad. Depending on your place of residence, there are different ways to do this.
