• a minor who has not yet turned 15 • accommodation outside the parental household • no Hilfen zur Erziehung (child-rearing assistance) from the Jugendamt (youth welfare office) • low income, low assets of the child Income and assets are not sufficient to cover the child's living expenses.

• Application for social assistance (Sozialhilfe) with attachments • Valid personal documents Birth certificate, registration confirmation (Meldebestätigung) • Authorisation from the parents or persons with custody Power of attorney for personal custody (Vollmacht zur Personensorge) • Statement from the Jugendamt (youth welfare office) Determination of whether assistance with upbringing (Hilfen zur Erziehung) under Book Eight of the Social Code (Sozialgesetzbuch Achtes Buch, SGB VIII) is required • Proof of the child's income Child benefit (Kindergeld), orphan's pension (Waisenrente), half-orphan's pension (Halbwaisenrente), maintenance, advance maintenance payment (Unterhaltsvorschuss) or other income • Proof of the child's assets for example for capital-forming insurance policies (life insurance, building society savings insurance, Riester pension contracts and similar), savings accounts, land, real estate, valuables • Bank statements of the child • Proof of the child's health and long-term care insurance • Tenancy agreement if applicable, letter of rent change • Permit for full-time foster care (Vollzeitpflege) from the Jugendamt (youth welfare office) This proof is not required for the following persons: • Grandparents, great-grandparents • Siblings • Uncle, aunt • Nephew, niece • The scope of the documents required, in particular proof of income and assets, depends on the particulars of the individual case.
