• Vehicle class Vehicles of vehicle classes M1, N1, N2 (but only up to a gross weight of max. 4250 kg) as well as L3e, L4e, L5e, L7e • Vehicle has an alternative drive system or energy source (e.g. vehicles with fuel codes 0004 and 0015) • an electrically powered vehicle • a pure battery electric vehicle • an externally chargeable hybrid electric vehicle or a fuel cell vehicle, • a pure battery electric vehicle: a motor vehicle with a drive system, a) whose energy converters are exclusively electric machines, and b) whose energy storage units can be recharged at least from outside the vehicle, • an externally chargeable hybrid electric vehicle: a motor vehicle with a drive system that has at least two different types of a) energy converters, at least one of which is an electric drive machine, and b) energy storage units, at least one of which can be electrically recharged from an energy source located outside the vehicle, • a fuel cell vehicle: a motor vehicle with a drive system whose energy converters consist exclusively of fuel cells and at least one electric drive machine, • Energy converters: the components of the motor vehicle's drive system that permanently or temporarily convert energy from one form into another, which is used to propel the motor vehicle, • Energy storage units: the components of the motor vehicle's drive system that store the respective forms of energy used to propel the motor vehicle • In the case of an externally chargeable hybrid electric vehicle, an Elektrokennzeichen (electric vehicle license plate) may only be issued if the Übereinstimmungsbescheinigung (certificate of conformity) shows that the vehicle 1. has a carbon dioxide emission of no more than 50 grams per kilometer driven, or 2. has a range of at least 40 kilometers when using the electric drive machine exclusively. This applies to hybrid vehicles with fuel codes 0008, 0010, 0012, 0014, 0019, 0022, 0024, 0025, 0026, 0027, 0028, 0029, 0030, 0031, 0033. • Residence in Germany For applicants from non-EU countries without a place of residence or registered seat in Germany, the details of an authorized recipient (empfangsbevollmächtigte Person) with a place of residence or registered seat in Berlin must be provided. For applicants from EU countries (Unionsbürger, EU citizens), proof of the foreign address is required. In addition, the address of the vehicle's regular location in Berlin must also be stated.

The fee is based on the Gebührenordnung für Maßnahmen im Straßenverkehr (fee schedule for road traffic measures) in its respective applicable version and amounts to a minimum of 31.80 EUR, if the service is not provided as part of a registration (Zulassung) and the vehicle is already registered. Please note that this fee may be higher depending on the individual case — this depends on the specific application submitted. The manufacture of the license plates is not a service provided by the Kfz-Zulassungsbehörde Berlin (Berlin Vehicle Registration Authority). No information can be given about separately incurred costs.
