This page provides information on applying to have your foreign driving licence converted, if it was issued in a country that does not belong to the EU or the EEA. If you hold a driving licence from an EU/EEA country, please use a different service (under "Further information"). For all non-EU/EEA countries, a distinction is made as to which country issued the driving licence: • "Anlage 11 countries" (countries listed in Annex 11): countries with which Germany has concluded an agreement for simplified conversion (a link to the list of Anlage 11 countries can be found further below under "Further information"). • all other states, "third countries" Which documents and tests are required depends on the country in which your driving licence was issued. Requirements

• Main residence in Berlin If Berlin is a secondary residence, the application can only be submitted in justified exceptional cases and with the consent of the authority responsible for the main residence. • Personal appearance is required

Documents you need

• Personalausweis (identity card) or passport • Aufenthaltstitel (residence permit), if you are not an EU/EEA citizen • 1 current, biometric passport photo on paper www.berlin.de/labo/_assets/kraftfahrzeugwesen/foto-mustertaf Please bring a photo with you. Paper photos are not printed on site. • Details of the driving school and the examination centre (required for third countries and, where applicable, Anlage 11 [Annex 11] countries with a test) Name of the holder and address of the driving school, as well as name and address of the examination centre. Once admission to the test has been granted, it is no longer possible to change the examination centre. • Presentation of the valid foreign driving licence The foreign driving licence must still be valid at the time the application for the German driving licence is submitted, and must be presented in the original. International driving licences are not converted; a valid national driving licence is always required. • Translation of the foreign driving licence, where applicable A translation is always required if the driving licence was not issued in German or English. Where there is doubt as to whether a translation of the foreign driving licence is required, the Fahrerlaubnisbehörde (driving licence authority) decides. The translation will then be requested afterwards while the application is being processed. • Proof of first aid training (third country) Required only when converting a driving licence from a third country • Eye test (for car and motorcycle driving licences, classes A and B) • Third countries: An eye test is always required when converting a car or motorcycle class. • Anlage 11 [Annex 11] countries: An eye test is generally not required, unless stated otherwise by a footnote in the list of countries • Examination certificates for lorry and bus drivers If driving licence classes for lorries and/or buses are to be converted, examination certificates must be submitted in the following cases: Third countries: • General medical examination • Ophthalmological examination • Functional and performance test for bus Anlage 11 [Annex 11] countries: The examinations listed for third countries must be submitted if the lorry/bus class is to be granted for the coming 5 years. additionally for class D (bus): • Application for a Führungszeugnis (certificate of good conduct) (document type "0" for official purposes)"
