Radiation - report the operation of equipment that uses non-ionizing radiation for cosmetic / non-medical purposes
Strahlung - Betrieb von Anlagen melden, die nichtionisierende Strahlung zu kosmetischen / nichtmedizinischen Zwecken nutzen
Machine translation of the German page, 2026-09-15. The German original is binding.
If you want to put into operation, for commercial purposes, a facility using non-ionizing radiation for cosmetic or other non-medical applications on humans, you must register this with the authority. This notification requirement also applies if you are already operating such a facility.
Facilities that use non-ionizing radiation include, for example, lasers, intense light, high frequency, electrostimulation, or ultrasound.
Facilities used exclusively for medical purposes do not need to be registered.

Requirements
• Commissioning of a commercial installation with non-ionising radiation for cosmetic purposes
This concerns, for example, an installation for:
• Applications for cosmetic purposes on humans
• Applications on humans that do not serve a medical purpose
• Applications on humans that are attributed to "lifestyle/sport", e.g. muscle stimulation, such as assisted training using EMF (electromagnetic fields) or similar.
• Expertise (Fachkunde)
Persons who use non-ionising radiation sources require sufficient qualification (Fachkunde [specialist expertise]).
• Physician with special further training, if applicable
Special applications with non-ionising radiation sources may only be carried out by physicians with certain further training, e.g. the removal of tattoos.
• Notification 14 days before commissioning
The operator must notify the responsible authority of the operation of the installation at least two weeks before commissioning.
Documents you need
• Notification of operation of equipment for the application of non-ionizing radiation on humans for cosmetic or other non-medical purposes
You can submit the application either online or use the form and submit the application in writing by post.
Please provide information on:
• Operator
• Address of the business premises
• Identification of the equipment/unit(s) or the combination device

• From 31 December 2022, the qualification must be proven.
• With sufficient professional training in the field of cosmetics, the module "Grundlagen der Haut und deren Anhangsgebilde" (basics of the skin and its appendages) does not need to be completed. In this case, only the special modules "Optische Strahlung" (optical radiation), "Ultraschall" (ultrasound), "EMF (Hochfrequenzgeräte)" (EMF – high-frequency devices) in cosmetics, and/or "EMF (Niederfrequenz-, Gleichstrom- und Magnetfeldgeräte)" (EMF – low-frequency, direct-current and magnetic-field devices) for stimulation must be proven.
