In Berlin, certain services relating to dogs may only be provided by specially qualified expert persons. • Personal reliability (Zuverlässigkeit) You bring the personal reliability required for the conscientious and impartial exercise of your activity. • Expert person (sachverständige Person) a) As an expert person for competence examinations (Sachkundeprüfungen), you possess in-depth knowledge of the safe and animal-welfare-compliant keeping, social behavior, and species- and breed-typical characteristics of dogs, as well as their upbringing and training, and have the ability to safely handle dogs that are difficult in temperament or dangerous. You are familiar with the legal provisions governing the handling of dogs. b) As an expert person for temperament tests (Wesenstests), you have specialized knowledge of the behavioral biology of dogs. You also possess in-depth knowledge of the safe and animal-welfare-compliant keeping, social behavior, and species- and breed-typical characteristics of dogs, as well as their upbringing and training, and have the ability to safely handle dogs that are difficult in temperament or dangerous. You are familiar with the legal provisions governing the handling of dogs. c) As an expert person for breed assessments (Rassegutachten), you possess in-depth knowledge of the phenotypic characteristics of dogs whose breeds or crossbreeds are classified as dangerous dogs (listed breeds/Listenhunde) in the State of Berlin. Your required specialized knowledge of the behavioral biology of dogs is generally considered proven if: • You are a specialist veterinarian for behavioral science (Fachtierärztin/Fachtierarzt für Verhaltenskunde). • Or, as a veterinarian, you are permitted to use the additional title "Verhaltenskunde und -therapie" (behavioral science and therapy) or a comparable professional title. • Or you have at least three years of practical experience working with dangerous dogs within the meaning of Section 5 of the Hundegesetz (Dog Act) and have successfully completed training, further training, or continuing education programs with a subject-specific final examination in theory and practice in the field of behavioral biology of dogs with behavioral abnormalities. c. Breed assessments (Rassegutachten) As a rule, you can prove your advanced knowledge by: • Recognition as an expert by the responsible authority of another federal state for assessing a dog to determine whether it belongs to a breed or crossbreed classified as dangerous in that state, provided that these breeds and crossbreeds match or are comparable to the breeds and crossbreeds listed in the Gefährliche-Hunde-Verordnung Berlin (Berlin Dangerous Dogs Ordinance).
