• Personal reliability (Zuverlässigkeit) You bring the personal reliability required for the conscientious and impartial exercise of your activity. • Expert person (sachverständige Person) a) As an expert person for competence examinations (Sachkundeprüfungen), you possess in-depth knowledge of the safe and animal-welfare-compliant keeping, social behavior, and species- and breed-typical characteristics of dogs, as well as their upbringing and training, and have the ability to safely handle dogs that are difficult in temperament or dangerous. You are familiar with the legal provisions governing the handling of dogs. b) As an expert person for temperament tests (Wesenstests), you have specialized knowledge of the behavioral biology of dogs. You also possess in-depth knowledge of the safe and animal-welfare-compliant keeping, social behavior, and species- and breed-typical characteristics of dogs, as well as their upbringing and training, and have the ability to safely handle dogs that are difficult in temperament or dangerous. You are familiar with the legal provisions governing the handling of dogs. c) As an expert person for breed assessments (Rassegutachten), you possess in-depth knowledge of the phenotypic characteristics of dogs whose breeds or crossbreeds are classified as dangerous dogs (listed breeds/Listenhunde) in the State of Berlin. You are familiar with the legal provisions governing the handling of dogs.

In the application, please state whether you consent to the publication of your personal data (surname, first name and address (optional), email address and/or telephone number) in the directory of recognized dog experts (Verzeichnis der anerkannten Hundesachverständigen). • Certificate of good conduct for submission to an authority (Führungszeugnis zur Vorlage bei einer Behörde) service.berlin.de/dienstleistung/120926/ To verify personal reliability, an extract from the Bundeszentralregister (Federal Central Register) — a certificate of good conduct (Führungszeugnis) for submission to an authority (document type O) — is required. • The certificates must not be older than three months. • When applying, state the purpose as "Anerkennung als sachverständige Person nach dem Berliner Hundegesetz" (recognition as an expert under the Berlin Dog Act). The recipient authority for the certificate is the office named under "Zuständige Behörde" (responsible authority); you will find the current addresses there. • Brief overview of professional experience and knowledge in the field of dog-related matters (Hundewesen) Please state which training courses, professional experience, and further training and continuing education you have completed in the field of dog-related matters, as well as your current professional occupation. • Proof of expertise for a) Competence tests (Sachkundeprüfungen) (dog owner's license / Hundeführerschein) As a rule, your advanced knowledge is considered proven if: • You hold a valid permit under Section 11 (1) No. 6 of the Tierschutzgesetz (Animal Welfare Act) authorizing you to train dogs for protection purposes for third parties or to operate facilities for this purpose. • Or you can present a valid permit under Section 11 (1) No. 8 f. of the Tierschutzgesetz authorizing you to commercially train dogs for third parties or to instruct dog owners in training their dogs. • Or you are licensed as a veterinarian and have sufficient experience relating to breeds, breeding, care, behavior, training, and diseases of dogs. b) Temperament tests (Wesenstests) As a rule, your advanced knowledge is considered proven if: • You hold a valid permit under Section 11 (1) No. 6 of the Tierschutzgesetz authorizing you to train dogs for protection purposes for third parties or to operate facilities for this purpose. • Or you can present a valid permit under Section 11 (1) No. 8 f. of the Tierschutzgesetz authorizing you to commercially train dogs for third parties or to instruct dog owners in training their dogs. • Or you are licensed as a veterinarian and have sufficient experience relating to breeds, breeding, care, behavior, training, and diseases of dogs. Your required specialized knowledge of the behavioral biology of dogs is generally considered proven if: • You are a specialist veterinarian for behavioral science (Fachtierärztin/Fachtierarzt für Verhaltenskunde). • Or, as a veterinarian, you are permitted to use the additional title "Verhaltenskunde und -therapie" (behavioral science and therapy) or a comparable professional title. • Or you have at least three years of practical experience working with dangerous dogs within the meaning of Section 5 of the Hundegesetz (Dog Act) and have successfully completed training, further training, or continuing education programs with a subject-specific final examination in theory and practice in the field of behavioral biology of dogs with behavioral abnormalities. c. Breed assessments (Rassegutachten) As a rule, you can prove your advanced knowledge by: • Recognition as an expert by the responsible authority of another federal state for assessing a dog to determine whether it belongs to a breed or crossbreed classified as dangerous in that state, provided that these breeds and crossbreeds match or are comparable to the breeds and crossbreeds listed in the Gefährliche-Hunde-Verordnung Berlin (Berlin Dangerous Dogs Ordinance).
