Applying for recognition as an adult education institution

• Legal entity Eligible to apply are exclusively non-profit organizations that are not natural persons. Eligible applicants would include, for example, non-profit limited liability companies (gGmbH), registered associations (e.V.), foundations, public-law institutions (Anstalten), or similar organizations. • Non-profit status (Gemeinnützigkeit) Your organization is not oriented toward generating profit, is registered as a non-profit organization with the register of associations (Amtsregister), and holds a current tax exemption certificate (Freistellungsbescheinigung) from the tax office (Finanzamt). For a corporation, institution, or foundation under public law, non-profit status follows from the legal form itself, without requiring separate proof. • Administrative headquarters and area of activity in Berlin Your organization has a registered seat in Berlin and offers its educational programs in Berlin. • Performance of adult education tasks outside vocational training and continuing education gesetze.berlin.de/bsbe/document/jlr-ErwBiGBEpP2 Your organization performs tasks within the meaning of § 2 of the Erwachsenenbildungsgesetz Berlin (Berlin Adult Education Act). • Actual educational programs offered In the three years preceding the year of application, your organization has offered and conducted adult education programs and intends to continue offering them in the future. • Staffing for organizing and conducting the educational programs Your organization employs qualified staff responsible for program development and program delivery. Exception: organizations that operate on a purely voluntary basis are not required to have employed staff. • Publicly accessible educational offering Your organization's educational programs are publicly accessible and open equally to all interested members of the target group. • Instruments for quality assurance www.berlin.de/sen/bildung/lebenslanges-lernen/erwachsenenbil Your organization has suitable instruments in place to ensure the quality of its educational programs. If your organization employs more than ten permanent staff, you should have a certified quality management system in place and be able to demonstrate its application. If you do not have a certified quality management system, please submit a quality management concept for your organization. If your organization has up to and including ten permanent staff, please describe the instruments you use to ensure quality in your adult education programs.

• Application for recognition as an institution for adult education under the Gesetz über die Erwachsenenbildung im Land Berlin (Adult Education Act of the State of Berlin) Recognition is granted only upon application; please use the online procedure for this. • Satzung (statutes), Gesellschaftsvertrag (partnership/company agreement), Errichtungsgesetz (founding law) or other evidence Depending on the legal form of your institution, suitable evidence is required. • Extract from the Amtsregister (official register) Depending on the legal form of your institution, current extracts from the official register must be provided. These may be, for example, extracts from the commercial register, association register or foundation register, or similar evidence. Many register extracts can be retrieved free of charge online via the Registerportal der Länder (register portal of the federal states) (see "Further information") • Proof of non-profit status (Gemeinnützigkeit) e.g. a copy of the most recent exemption notice (Freistellungsbescheid) from your responsible tax office (Finanzamt) • Annual reports/activity reports/programme offerings Evidence for the 3 years prior to the year of application showing that your institution has offered adult education programmes and will continue to do so in future. • Anonymised staffing plan (Stellenplan), if applicable Evidence of the professional qualification of staff.
