Changing gender entry and first name (under the SBGG, Selbstbestimmungsgesetz [Self-Determination Act])
Geschlechtseintrag und Vornamensführung ändern (nach SBGG)
Machine translation of the German page, 2026-09-15. The German original is binding.
People with trans, inter, and non-binary gender identities can submit a declaration to change their gender entry and first name in the Personenstandsregister (register of civil status).
Gender identity is determined by the person making the request themselves. If a person's sense of their own gender differs from the gender entry originally recorded in the Personenstandsregister (register of civil status), the person concerned can submit a corresponding declaration to the Standesamt (registry office) and thereby change the entry for their gender, or have it deleted. The entry for gender can be "male", "female", or "diverse".
Procedure
1. Report the change of the gender entry and first name in person or in writing to the Standesamt (registry office). This is possible for the first time from 01.08.2024.
2. After a period of 3 months, you can then submit the declaration to change your gender entry and first name in person at the Standesamt (registry office). If you do not submit the declaration within a maximum of 6 months after your registration, the registration process must be repeated.
3. The Standesamt (registry office) changes your data in the Personenstandsregister (register of civil status).
4. After a one-year blocking period (Sperrfrist), a further change of the gender entry is generally possible. In this case, you must register the change again and can submit a new declaration no earlier than 3 months later.

Requirements
• Registration with the Standesamt (registry office)
The change of the gender entry and first names must be registered with the Standesamt, either verbally or in writing, three months before the declaration. The declaration can only be submitted after this period has elapsed.
• You are of legal age
Persons who have completed their 18th year of life can submit the declaration themselves.
• For minors over 14 years: consent of the persons with custody
If the declaring person is still a minor but already over 14 years old, the declaration can only be submitted by the child themselves. However, it requires the consent of the persons with custody.
• For minors under 14 years: submission of the declaration of change by the persons with custody and the consent of the child
For a child who is not yet 14 years old, only the legal representatives can submit the declaration of change to the Standesamt. The declaration requires the consent of the child if the child has completed their fifth year of life. The submission of the declaration by the persons with custody must take place in the presence of the minor child. The persons with custody must themselves declare, with the assurance pursuant to § 2 SBGG (Selbstbestimmungsgesetz [Self-Determination Act]), that they have been advised accordingly.

Who is responsible
• The Standesamt (registry office) responsible for accepting the declaration on changing the gender entry is the one at which the birth register of the person concerned is kept.
• If no German birth register is kept, then responsibility (Zuständigkeit) lies with the Standesamt that keeps the marriage or civil partnership register.
• If this still does not establish a responsibility, then the declaration can be submitted to the Standesamt of the place of residence.
In every case, the declaration must be submitted at the Standesamt where the Anmeldung (registration of residence) was also made.
